[Oe List ...] Gaps between the West and the rest

Dharma posted something about the gaps between the West and the rest and Randy asked what those gaps were. I tried posting/pasting/forwarding an article from former congressman from the Philippines I thought gave an insight. I must not be allowed/censored because it didn’t appear. I could be wrong.
