Randy,

Perhaps you have already thought of this and checked it out, but I checked Paul Hawkin's web site for local initiatives: <www.wiser.org>  (I entered "local community sustainability) and got a lot of references of groups doing something. I think linking into that network could be a great resource for the types of things you're asking for.
