This is most defiantly a scam.
Although it did sound like something Charles would think up. I remember a development call he made to a local millionaire in Bismarck, ND at the time of the Cannonball HDP. Something about how contributing a million dollars to the ICA would be as inconsequential
as loosing a little finger.....
