Ah....is it always false?

One of the problematic side effects of the development aid to Africa is that it reduces the straightforward way in which Africans can hold their elected politicians to account for the success or failure of their actions. There is a South African economist, who advocates abolishing development aid to African governments because of this. 

The billions spend on lobby groups in Washington and Brussels, etc, seem to have a big impact on the way society operates.

So, not always.

Change rarely happens by trying to make other people do something. It's a do-it-yourself operation. "Whoever sees the need, does the deed." "D-O-O-P" was a project mantra (Do Our Own Project). Or, as we once said, "If you're waiting for the government to make the changes you want, you have a long wait ahead" or something like that.

It does require organizing people, not to hold representatives responsible, but to get the work done.
