They were based on time zones – 24 of them.  I think they started with Majuro and ended in Termine di Cagno in Italy in 1976.

In sequence Mowanjum (near Derby in the Kimberleys, Western Australia) was “second” being the first community after Fifth City to implement a full Community Reformulation program.
From 1970-1972 the staff were a Religious House. It could be said that Mowanjum acted as a catalyst (primarily from Indigenous elders) for the former Forrest Rover Mission people to return to Oombulurri.
