It would be ideal to post to the list  (or both lists at once, that's fine) with no cc's, and send another copy to others. But it's not a hard and fast rule. I only brought it up because I am trying to debug some problems and eliminate some complications.

That said, it is the best "netiquette" to do it that way, and we all strive for purity and perfection, don't we?? :-)
