Lynda,
I had seen this article and what the writer says is true. But what is not true is that the only local influence that effects change is government, which the article seems to imply. Some are saying there’s a new movement underway being referred to as “localism” or “the new localism.” It operates at the local community level and represents a coalition of local citizens from government, business, and the social sector. They are focused on practical solutions to local problems and getting things done. Hence, whatever political differences they may have never come into play, thus avoiding the gridlock we currently have in the federal government and most state governments. David Brooks had a piece on this a few weeks ago in the  NYT, and there’s a new book out called The New Localism.
